The MCA-Lesotho hereby invites Consultant Firms to submit qualifications & interest in providing: “Value Engineering Study for Water Treatment Works”. The Water Sector Project is designed to provide additional access to improved water supplies & sanitation facilities for rural & urban domestic, commercial & industrial users. The Water Sector Project consists of: Metolong Dam Programme (Construction of water conveyance system & Water Treatment Works supplied from Metolong Dam to serve selected towns in Lesotho Lowlands; Establish Metolong Project Management Unit (MPMU) to assist MA in managing implementation of above MCC-funded works); Urban/Peri-Urban Water Project – Rehabilitation of existing reticulated networks & expansion to unconnected urban & peri-urban areas; Rural Water Supply & Sanitation Project – Construction of up to 250 rural water supply systems & up to 10,000 ventilated improved pit latrines; Wetlands Project – Execution of a pilot-scale wetlands restoration & conservation program at 3 project areas in the Lesotho Highlands. VE Consultant to manage & perform Value Engineering (VE) study based on Conceptual Design Report, Basis of Design Report & Preliminary Performance-based Design Drawings, & supporting documents. Consultant to perform tasks listed below, & expected to work closely with designated MPMU personnel to accomplish these goals: Review design documents, along with any other pertinent documents provided & coordinate with the MPMU to obtain any additional information needed for VE study; Review & validate project construction cost estimate & schedule prior to VE workshop; Distribute review design documents & other pertinent documents to VE team members a minimum of one week prior to VE workshop with instructions for use; Conduct a workshop in accordance with SAVE International guidelines for value engineering studies. Duration of workshop assumed to be 1 five-day week. Workshop to consist of six phases: Information Phase, to include a presentation by the MPMU & its consultant team, Function Analysis Phase, Creativity Phase. The MPMU & its consultant team will be present at end of creativity phase to provide additional project detail related to ideas generated during creativity phase, Evaluation Phase, Development Phase, & Presentation of Results Phase. MCA-Lesotho is not bound to accept any of the applications submitted by Consultants, & may cancel selection process at any time without providing any justification to Consultants.
