The Member of the Mayoral Committee (MMC) for Development Planning, Cllr Eunice Mgcina, conducted an oversight visit on 06 February 2025 to assess the completion of the first phase of the Elias Motsoaledi gravel road upgrade project. This milestone marks a significant step forward in enhancing urban mobility and sustainability in Soweto.
The Johannesburg Development Agency (JDA), a wholly owned area-based development agency of the City of Johannesburg, successfully completed the project, implemented on behalf of the Human Settlements Department. The initiative saw the transformation of 4.5 kilometers of gravel roads into surfaced roads, featuring comprehensive stormwater drainage systems.
“The project commenced in 2024 and was recently completed. We conducted an oversight visit to ensure that the works carried out met the required standards. We are happy to announce that the first phase of the project has been completed. We implore residents in this area to take care of the infrastructure so it can be maintained for years to come," said MMC Mgcina.
Guided by the City of Johannesburg's Complete Streets concept, the upgrades have created roads that accommodate multiple modes of transport, including walking, cycling, and public transport. This approach fosters the development of multi-modal transport systems and more livable communities.
Scope of work:
- Installation of protective barricades and measures.
- Excavation and installation of stormwater drains, pipes, and associated structures.
- Construction of concrete inlets, outlets, junctions, and manholes.
- Erosion protection structures using gabions and retaining walls.
- Installation of concrete block township walkways and precast kerbing.
- Implementation of road signs, markings, and speed humps.
- Earthworks, pavement layer works, and asphalt surfacing.

In line with the JDA's commitment to economic empowerment, over 30% of the project's contract value, exceeding R4.6 million, was awarded to local small, medium, and micro-enterprises within the ward. The project also prioritised local employment through the Expanded Public Works Programme, creating job opportunities and supporting income generation for the community.
The completion of the Elias Motsoaledi gravel road upgrade is a testament to the JDA's mission to implement area-based developments that are efficient, equitable, sustainable, and innovative. This initiative significantly enhances mobility and connectivity while contributing to economic empowerment and urban resilience in the region.
It also complements other transformative infrastructure projects undertaken by the JDA in Region D, including ongoing gravel-to-asphalt road upgrades in Finetown Proper.
These projects align with the City's Human Settlements Department's mission to improve the quality of life for Johannesburg's residents by providing essential infrastructure that fosters economic growth and community development.
