R1 billion for the construction of P7-4 linking Bulwer - Dr Nkosazana Dlamini-Zuma Municipality, Eastern Cape - Gauteng - Harry Gwala District and other areas.

R184 million has been set aside for local companies. Inkosi Gwala has expressed his gratitude.  There are job opportunities for communities from Gqumeni, Pholela, Bulwer, Gailynn and Mnqundekweni.
